Are These Cam Capturing Techno Upto Date ?

Good Evening,

How do you control page visitor’s mic & cam from their fone or pc ?
Only with html5 & Javascript functions ? Which functions are in use in 2022 ?
I am reading this article from 2012:

Are the codes outdated or upto date ?
You got better tutorials ?

What I wanna really do ?
Say you come to my page. I want your cam & mic to auto act (with your permission) and upload vid & voice to visited page. Stream video & audio thru your mic and cam.
Cos, I wanna allow visitors to upload files to my website and I need to record their faces and voice. Record who they are so if any upload malware or virus then I got the vid and voice audio of who did it. Hence, need to access the visitor’s mic & cam on their fones and computers.
It’s like the atm machine. They video record who is withdrawing the cashes. So, if ay thief withdraws cash then they got evidence. Similarly, I wanna do same. Just record who is uploading the files to my sites databases & pages.
Good idea ?

@SempervivumMay 11.2022 — What you wanna do is not possible as the browser grants access to cam and mic only if the user confirms the request.

And that's good: Imagine any website would be able to switch on your mic or cam without your permission, look into your room and listen to your conversations - a nightmare!
